Though Double X is a victim in all this, he's still an escaped criminal. That means that Azrael will show him the same courtesy he would show any other Gotham villain. Dumas, led him to be a highly unstable and disastrous replacement for Batman after Bane broke his back during Knightfall.
Recently, the Dark Knight himself even approached Jean-Paul asking him if he murdered a criminal. Though he didn't, a part of him wanted to. Despite having gone on a Justice League space odyssey, clearly, the Bat-Family still doesn't trust the former Batman. He may have come some way since his introduction in the 90s, but they still have reason to doubt him. As to how Azrael is able to find Doctor Double X, the true answer remains unclear, but it seems to connect in some way to his faith.
Though he's moved away from the ideology that manipulated him in the Sacred Order of St. Scan that symbol to complete part one of this side mission. The watcher is waiting at the very top. Again, approach him and scan the symbol after he leaves. Look on the roof the building northeast of the entrance to the subway. Check the roof of the building just west of GCPD. He reveals he was sent by the Order of St. Dumas to deliver the prophecy to Batman, claiming he is Gotham's only hope.
He tells how Gotham City will burn, and that Batman is the "warrior" who will save Gotham, but will fall in the process. Batman remains skeptical of Azrael's prophecy, claiming he does not believe in fairy tales, but Azrael holds firm in his belief, telling Batman the message has been given and promises the Dark Knight that they would meet again before vanishing into the night.
Later on, after Batman has saved Cash and the medical team from Riddler, a large amount of inmates attack the church looking for revenge against Quincy Sharp. While the inmates break down the doors, Azrael comes to their rescue, making himself known to the Medical team first.
It is later revealed that Cash knows Azrael from back when he was a rookie. Cash and his partner were investigating a lead to the killings in the order of St Dumas and when they arrived, they had found Azrael, armed with a sword surrounded by scared children. Cash's partner, thinking he is the killer, tells Azrael to step back when Azrael did not comply, he was shot. Cash's partner then told Cash to get the kids out of the building. After the incident it was revealed that Azrael was not the killer and that the real killer had been found dead from a stab wound.
Cash's partner then resigns from the police. Meanwhile the inmates finally break through the first door only to find the second door to be protected by a blast door. The inmates then call on Bane who they convince that there is Titan in the building.
The guards try to fight Bane off but are unable to stop him. Bane in anger nearly kills Cash but Azrael jumps to his rescue and defeats Bane by cutting off his venom tank Azrael then calls Cash 'rookie', a nickname his partner Michael Lane used to call him.
After defeating and capturing Bane, Azrael and the rest of the staff fight off the remaining inmates who flee in terror. Azrael then leaves with Vicki Vale saying how Cash has some interesting friendships.
He does not overestimate his importance and understands that he is merely a soldier and the Order is something of greater importance. The rest of Azrael's personality is rather determinant to what option the player picks in the Clock Tower.
If he chooses to strike down Batman, embracing the Order completely. He continues to arrogantly claim that the chaos happening in Gotham was because of his unwillingness to kill criminals and that he was more deserving to defend the city than he ever was. He obviously hates most of his fellow inmates, threatening to kill every single one of them but has more of a rivalry rather than outright loathing for Deacon Blackfire, presumably respecting a fellow "man of God".
However, if he choose to break the sword and spare Batman, he would defect from the Order completely and return to his true identity before vowing to make those who controlled him pay. Despite accepting Azrael completely and claiming that "Michael Lane is dead", he still shows traits of the man he used to be. Such as referring to Aaron Cash as "rookie" in Arkham City due to Cash and Lane being partners beforehand and the same thing he nicknamed himself.
That was explained in-game as a by-product of his years of watching the Dark Knight. However, when Azrael uses the explosive gel, it will be in the form of a cross symbol instead of a bat symbol. Despite not having a cape, Azrael could still glide. His main difference when compared to Batman was that he has less gadgets.
